Service Delivery Networks (SDNs) are the backbone of highly functional health systems. SDNs ensure that patients receive the right care at the right time in the right location.
For Community-based Drug Rehab Programs, SDNs need to be designed and activated spanning from the family, community, schools, church, barangay health stations, municipal health units, to DSWD and TESDA.
HSD 135 is a blended learning course that equips health staff and development professionals involved in health programs to enhance their health systems by systematically building up components of their own SDN. Using tools from the WHO, the Harvard Building State Capability Center, and the Department of Health, learners will be able to design and prototype SDN components over a 12 week period. This course will include sessions on leadership, adaptive change, and Problem-driven Iterative Adaptation (PDIA) in order to help the learners learn from their own experiences as they prototype SDNs in their own localities.
Building upon the gains of previous health systems development programs, HSD 135 provides selected tools and concepts that allow frontliners to link with nearby facilities, both private and public, in order to provide the patient with a coherent service package.

Whole-of-Society Approach
The Whole-of-Society (WOS) approach presumes that the work of producing healthy communities requires the engagement and co-creation of multiple stakeholders - from the mayor, to health personnel, teachers, barkada, neighbors, and family members. Social media, mobile phones, and traditional media can be used to this end.
The Limasawa case illustrates the different behaviors and service packages organized in order to provide care at the individual, household, community, and clinic levels.
